The book, "Birds Without Wings" is about a girl named Penelope who lives with her parents and her brother in a very beautiful house. Her family is very rich and they have everything that they could ever want. However, the only thing that Penelope wants is to fly. When she finally meets a man named Miles, she finds out that he is a bird trainer and he teaches her how to fly. Even though she sees how amazing it would be to fly, she has not yet learned how to turn on her own wings.

She learns to fly with Miles and even though it is so difficult, she loves it and never wants to stop. The image of Penelope almost floating above the ground as she enjoys the freedom of flight is what this quote means. It also shows that there are days when we need someone else to tell us that we can fly after we've been feeling like we're stuck down on the ground for too long.
